When I went to goodwill one Saturday afternoon (when they were having a half off day) I found nice high waisted jeans every were! I had a whole cart full after an hour. Of course I only left with 4 pairs, but there was so much to choose from. Most of the jeans there were Levis also so it wasn't like they were some cheap, no name brand. They were good quality Levis with no stains for only $6 (without the discount). You can also make these high waisted jeans into high waisted shorts.
